I could not get my JBL bluetooth headphones to connect to the apple watch so I touched "forget this device". Now I cannot pair the headphones and watch.

Put the headphones in pairing mode according to the manufacturer's directions and try again.
I tried that and it recognized the headphones but still would not pair. I finally decided to power down the watch and turn back on. After doing that I was successful in pairing the headphones.
